Staff Analysis of the Legislation
This legislation prohibits counties from spending money on health benefits for anyone other than "currently eligible persons." A "currently eligible person is defined as someone who is eligible to participate in a health benefit plan on July 1, 2013 or anyone who has an inchoate eligibility based upon a future event such as retirement.
